Wilma Torres, CEO is a three-time graduate of Youngstown State University with a Bachelors in Education, a Masters in Education and a Masters in Business Administration.
Starting her career as a Head Start Teacher in Youngstown, Ohio, she moved on to become the Assistant Director of the Head Start Program then was promoted to Director of Planning and Development for Mahoning-Youngstown Community Action Partnership in Youngstown, Ohio where she worked at for 29 years. In 2011, she became the Director of Early Education for the Farrell Area School District (FASD) operating Head Start, Early Head Start, State Head Start and Pre K Counts Program. In 2016, she became the CEO of Community Action Partnership of Mercer County (CAPMC) a multi-service non-profit serving vulnerable populations in Mercer County. In 2023, CAPMC took over the operations of the Early Education Programs from the school district, CAPMC went from 28 employees to 131 employees a budget of $10 million to a budget of 15 million dollars. Under her leadership the agency has expanded and added new funding to include a $1.4 million dollar Whole Home Repair Program, several community initiatives to include Lots to Love, Bridge Subsidy Program, IDA-Assets Program, and CARES Program , as well as community initiatives like Veterans Christmas Dinner and the Stand Down Veterans Resource Fair. Wilma sees CAPMC as part of the Economic Engine of Mercer County bring social and financial resources to the table in services to those who need the agency most – the vulnerable, marginalized and disenfranchised families in the county.
